sir,

I have the honour to refer to Foreign office despatch

Xo. (V 8766/5613/17) of October 14th, 1944 on the subject

of preferential treatment of French vessels regarding

pilotage dues on the Saigon River.

8. I have recently had acession to discuss this question

with certain of my colleagues in Saigon and it appears there-

from that other nations have discovered the facts and are

considering a protest to the French Government.

3. My Dutch colleague tells me that his Government has

already protested to Paris about the question and pointed eut

that in the Dutch East Indian Harbours no such preferential

rates are accorded to Dutch stemmera.

My Japanese colleague was apparently quite ignorent, until recently, of the different rates charged and said that he would bring the matter up in Japan where he is at the present time having gone to attend the annual meeting of Japanese Consuls stationed in the Far East held this year

at Tokio.

5. My Forwegian colleague told me that he had received an official despatch on the subject from Oslo and that he in- tended to come and see me shortly with a view of arranging & general discussion on the point amongst all Consular

Representatives at Saigon.
